over-reaction

In the wake of March's school shooting in Winnenden, Germany, the government is considering outlawing paintball and laser tag on the principle that participants become desensitized to shooting people. Perhaps the hypothesis has some merit, but from my point of view over here in the good ol' U. S. of A., it seems ridiculous. Can you imagine trying to pass this legislation here? You'd be laughed out of Congress.
