Bush issues an executive memorandum reinstating the global gag rule on international family planning assistance. Under the rule, foreign family planning agencies may not receive U.S. assistance if they provide abortion services, including counseling or referrals on abortion, or lobby to make or keep abortion legal in their own country.

With his first executive order, Bush establishes Executive Department Centers for Faith-Based and Community Initiative, with his second, the White House Office of Faith-Based and Community Initiatives, sending us skidding down a slippery slope toward violation of the Establishment Clause.
